Edward was born on April 17, 1936 in Holliday, Oklahoma to Charlie and Alice (Sprout) Bard. He lived in Florida returning to Oklahoma a year later. He served in the Army Reserves and worked at Hopper's Garage as a mechanic and bailing hay on the side. Patsy passed away on June 14, 2023. He was a longtime member of Calvary Baptist Church and also visited Geronimo Baptist Church and Walters Baptist Church. He served on the Farm Bureau Board, and was a member of the Southwest Tractor Club and the Racing Association as he built and raced sprint cars at the Lawton Speedway for several years.
